What Happened

Isai Anaya-Estrada owned and operated Brothers Behavioral Health LLC, a Las Vegas-based company that was supposed to provide behavioral health services to Medicaid patients. Between January 2021 and January 2023, Anaya-Estrada submitted claims to Medicaid for healthcare services that were never provided to recipients.

Investigators from the Medicaid Fraud Control Unit found that Anaya-Estrada knew the services were not being provided as billed. The investigation confirmed through interviews and records that patients did not receive the services that Brothers Behavioral Health was being paid for.

District Court Judge Maria Gall sentenced Brothers Behavioral Health LLC and Anaya-Estrada after they were convicted of Submitting False Claims: Medicaid Fraud (a category “D” felony) and Intentional Failure to Maintain Adequate Records (a gross misdemeanor). Anaya-Estrada was sentenced to 364 days in jail (suspended) and one year of probation. Nearly $48,000 in restitution was ordered to be repaid to Medicaid.
