What Happened

Camille Funches and Rodshiekka Chester ran Building Resilience LLC, a Las Vegas behavioral health company that was supposed to provide therapy and mental health services to Medicaid patients. Instead, they billed Medicaid for services that were never actually provided.

The investigation began after the Medicaid Fraud Control Unit received a referral about services not being provided. MFCU investigators interviewed Medicaid recipients who were listed as having received services from Building Resilience. The patients confirmed that the specific services — or quantities of services — billed to Medicaid were not actually provided to them.

Both Funches and Chester were found guilty of Submitting False Claims: Medicaid Fraud, a category “D” felony. They were sentenced to 19–48 months in prison (suspended) and placed on two years of probation. The court ordered $1,000,000 in restitution to be repaid to Medicaid.
